On December 11, Shenzhen Science and Technology Innovation Commission (Bureau of foreign experts) and Municipal Public Security Bureau unveiled a one-stop service center for foreigners' employment and residence affairs. The center will be responsible for fast application and approval of work permit and residence permit, reducing the processing time from 15 days to 7 days.
"I didn't expect to get work and residence permit so fast. That's the speed of Shenzhen!" Jordan Scott, an American who works for BYD, was very excited and happy after he became the first foreigner to secure both permits at one go since the establishment of a one-stop center for work and residence permit application in Shenzhen.
Jordan said that it is very difficult to apply for work and residence permit in other cities, this is because they are handled separately. However, in Shenzhen, one can apply for and retrieve the two permits together and the process is very smooth and fast. He added that after having a good personal experience, he will spread the news to his relatives and friends and recommend them to visit Shenzhen for tourism, work and other purposes.
Application and approval process has been made easier by synchronizing two departments' information sharing systems. Foreigners used to submit almost the same materials in two departments separately, now the information is synchronized and shared between the departments in real time. This makes it possible for one to submit all required materials at a go.
It is dubbed "six-ones" principle, i.e. "one set of materials, one set of forms, one-time application, one window acceptance, one-stop processing and one-time settlement." The new system allow foreigners to apply for work and residence permit at the same place and time, and upon approval, they will receive both at the same time.
The city has vowed to impove services for foreign talents and enterprises, and establish employment and residence service centers for foreigners at all levels in the city.
Shenzhen is continuously strengthening the introduction of world-class international talent services, providing intellectual support for the development of high-tech enterprises and strategic emerging industries and continuously deepen the reform and innovation of foreign talent management service systems.
